Somebody
It'll probably be always-on, but maybe EA learnt their lesson about the effects of being unprepared for a game launch.

Wow... that's a pretty straightforward statement. I'll still wait till they actually release the game anyway, coz it's pretty far away, and I don't trust EA's nonsense. Heaven Angel
The Sims 4 can be played offline In the last few months, we have started making changes to the business practices that gamers clearly don’t like. In the spring, we dropped our online pass program for consoles – both next-generation and current-generation.We listened to the feedback on SimCity and decided that The Sims 4 would be built as a single-player, offline experience. We announced some new intellectual properties at E3 and will unveil more new games in the months ahead. http://pixelenemy.com/ea-thanks-to-simcity-the-sims-4-can-be-played-offline/
AK77
Considering the fact that Sim City sold 2M after that Online DRM debacle, this is pretty obvious. Sims is EA's one of the biggest franchises apart from BF, FIFA. They can't afford to repeat the same mistake.
