I would prefer games like Fallout or witcher , where the enemies have a fixed level, and the player needs to level up accordingly. Yes the previous enemies might get easier , but that's the whole point of leveling up or upgrading !

Yeah! It was optional to switch on auto-scaling. By default, it was off. 

 

Loot scales with your level in The Witcher 3, except for the final quest reward and XP payout which will nosedive if you are over-levelled for that quest (side quests only). Random loot is always going to be close to your level +/- depending on the trash mob you clear but it would not have any passives or stat modifiers.
