Why is getting an ID so frustrating in India?

Hi all.I'm just so damn frustrated right now I just have to vent a bit and I'd really welcome some suggestion/help from anyone.

 

I moved from Mumbai to Goa about 3 years back and to be honest getting the addresses changed has been a nightmare. Firstly I cancelled my name in the Mumbai ration card, changing the head of family to my wife's name as she would be joining me in Goa at a later date. Since I was temporarily living with my parents in Goa I decided to add my name to the family ration card till I got a new place. Here's where the problems start. I went to the ration office with my mother (head of family) and submitted my PAN, birth certificate along with the mumbai ration cancellation certificate. Took me 2 days to actually submit my application because the first day by the time I was 4-5 people away from the table, they shut for lunch. The second day I went early and was the third person to reach the table. So far so good. Then the officer says I need an affidavit from mom stating that I'm living with her. Never mind she is there with me right now and is signing the form herself, I need that f**king affidavit. So I spent another 3 hours getting the affidavit. Lo and behold it's lunch time again. Day 3, reached early and submitted the forms. I ask the officer how long it will take. In his usual government employee way (like an a**hole) says "we have to send the receipt to the mumbai office for verification". What the actual f**k? The receipt is stamped and signed by the officer in mumbai dammit. But I kept my cool and asked how long would that normally take (I'm really polite because this guy seems like a dick even on a good day). "Come after 3 weeks". Mother of god this is crap but I decided to comply anyway.

 

3 weeks later to the day I walk up to his table immediately after lunch. In my politest voice I enquire about the status of my application. He tells me the receipt is still being verified and there's no update. I ask politely if he can maybe use the phone and check because I need it for bank address changes etc. (anything to show him I'm suffering). He tells me to come back after one week. f**k me.

 

One week later, hair well combed, clean shaved, well pressed shirt and pant (as opposed to my usual jeans and a T) I stand in a 15 person queue, cautiously optimistic that today is the day it's all going to fall into place. So with a song in my heart and a hop in my step I smile at him and ask about my application. He tells me there's no update. I could feel my face go purple and the room went a bright blood red and I let it rip. The crowd around me backed off and the guy tried to tell me to calm down, but I couldn't. I had spent over a month just standing in lines not only here but in notaries offices and other places and I was pissed to say the least. I must have made a really big noise because the big dog came out of his office to see what the matter was. I had a peon holding my sleeves telling me to come outside. After erupting for a few more minutes, sanity returned and I stepped out of the office with the peon. I got a lot of pats on the back and words of encouragement and support from people in the line. Anyway the peon took my name and came back with a file, rifled through some pages and f**k me if that wasn't a copy of my receipt, returned from Mumbai all verfied and ready to go. Dated 2 weeks prior. Inf**kingcredible. I thanked the peon and offered him a compensation (which he refused). I walked back into the office and said to the officer, in his face, "Go f**k yourself you a**hole" (Yes I did), and walked into the chief officers room and stated my case. He called me back in 2 days all the while apologizing for the inconvenience. Yeah, no sh*t.

 

Anyway 2 days later its all processed and the card gets updated a day later.

 

Now armed with the ration card, pan card and birth certificate I approach the RTO for a drivers license. Well the ration card is apparently no longer accepted and they now want either a Voter ID or a Passport or Aadhar card. f**k my stars. So I decide to apply for a Voter's ID. I fill out the form and submit it, sure that once I get this my trouble is over. Mind you I've already bought a bike but I cant ride it yet because no license. About 3 weeks later armed with my receipt I went to check on the status of the application. The clerk looks at the receipt, checks some papers and says its been rejected because I've entered the wrong constituency in the form. Are you f**king kidding me? I tell him to look at the receipt carefully because it's surely as hell the right constituency. He says the form is logged in another constituency and since the address is outside that one its been rejected. After a few minutes we locate a copy of the form and I was right. I had selected the right constituency, but in some fools infinite wisdom they had written the wrong constituency number and circled it in the margin. Why? why the f**k would anyone do that? Why would you write some random constituency when I've clearly selected the right one on the form? He told me to reapply. I folded my receipt and walked out. This was too much for a mere mortal as myself to endure.

 

My neighbor at the time was the PA for one of our local MLA's and I happened to be bitching about it. He told me to meet him at the office of the Asst Director of Transport. So I did. And he explained that I had already applied for the Voter ID and the receipt proved it. The AD gave me a letter of approval and my license application was accepted. Finally after about 6 weeks I had a permanent driver's license. Woohoo.

 

By now my wife had joined me and since the ration card seems like a waste to have, we immediately got to work on getting our Aadhar cards. Me first because I had a driver's license. Everything went smoothly and we both got our Aadhar cards with minimal hassle. She now wanted a driver's license and so we picked up the forms, filled it up and stood in queue and were told we need to get approval from the Assistant Director (wtf why?). So my wife and I meet with him. He says to submit the forms. Cool! Thats fantastic. We stand in line and she hands the form to the officer. He looks through the documents and says get the originals and come tomorrow. Wife is pissed because we've already spent 3 hours here (if only she knew :D). So the next day we stand in line again this time armed with the originals of the birth certificate, marriage certificate, Aadhar card and for some reason my driver's license and copy as well. Hey you never know. Better to be prepared. Officer looks through the documents and says you need either passport or voter's ID. I point out the Aadhar and he says that's not a proof of citizenship. I point out the birth certificate because I believe birth's before 1987 should be accepted as proof of citizenship. Apparently I'm wrong. My wife no longer wants to learn to drive.

 

PS: between her applying for her Aadhar and deciding not to drive I received my Voter ID. Funny thing is I never applied for it again after it was rejected.

So much patience you have showed....sad to see that your wife has lost hope in this system...such people make life unnecessary difficult for other people.

 

I am sharing my own experience here...its not exactly related to Id cards and all but.....I had taken a taxi once for my home from a park and i dont exactly know the road properly right outside of the park but i knew once we come to main road i will know my way ...so i asked him to take towards main road and then go on...so he went for sometime but main road never came...he stopped me right in front a big shopping mall and asked for money and said he wont go....i said fine ...i got down and went about ...he said pay me...i said i wont pay you ...you cannot drop me at your favorite location and ask for money ...right in front of police booth one thing lead to another and though i did not hit him but when he kinda put his hand on my shoulders ...I pushed him and he fall down ....by that time police from the booth start manhandling me and patrol police had been informed...i was explaining them very politely but they were getting angry on me....then patrol police took me to PS and there i lost my cool when the OC was kinda making me look like a criminal ...i was literally in argument with him and all but after some time family member was informed and source was used and things were settled there only....We still had to pay the Taxi wala as even people from Taxi association had come to support the taxi wala....

 

I don't understand very people who are here to protect us are f**king hand in hand with these wrong people..... It's hard to keep cool all the time because these people at times make you crazy....

I still need to apply for the aadhar card. When it was launched they said it was not mandatory, so I did not bother to do it.. Now it is like everyone asks for it - banks, lpg, provident fund, jio sim..

Not sure what the logic is behind it but in the local shops here in bangalore, one can get a jio sim only if he/she has an aadhar card from bangalore.. No other documents are acceptable, not passport, not DL, not PAN..

And only bangalore area aadhar.. WTH does that even mean? Isn't aadhar a unique identity? how does the area where it was taken matter?

It sucks but it's getting better now, at least here in Delhi.

Voter Id process has become online, you can file FIR online,and even DL process will be digitised soon.

Had a hassle free experience getting a voter ID( though I will admit it was around the 2014 elections :P )

I just filled the online application and uploaded ID proofs. Got a call 2 weeks later and was given an appointment at the nearest voter id application centre( walking distance from my home). The official was extremely polite has asked me to sign a document and I recieved the id by post a week later.

I have lost my wallet twice, and have registered online FIRs. Completely hassle free process.

This sh*t is so damn stupid. I mean wouldn't it make sense to combine the Voter ID, UID and PAN into one f**king card that can be used everywhere? It's so stupid to have a PAN for tax, UID for identity and Voter ID for citizenship and voting rights. Unbelievably idiotic.

 

Some places will accept one but not the other. Yet some other place will require all 3. I mean if I can apply for a passport with Aadhar card and birth certificate, a driving license should be a no brainer.

All this Digital India is even worse btw. When things can be easily done with pen and paper on your end, making people do 15 more steps in the name of digitisation is the very defintion of chutyagiri.

We rent out our tempo to the MSEB. The tender process used to be very straight forward. Father used to go to their office on the last day of the submission, fill up the form and attach the xeroxed copies of documents and that was it.

 

Now you have to first digitally verify yourself and get a dongle before you can apply. They have outsourced this to a private company. I had to first fill up a paper form and submit some document xeroxes. But I can't attest them from anyone. He gave a specific list of gazetted officers who could do the attestation. After I give him all the documents I had to register online for the digital certificate. Some of the steps involved uploading photos and uploading videos of me reading out my details. I had to do this at a cyber because my home webcam doesn't work. After all was done, he gave me the CD and USB dongle which I installed on my PC. For the tender form I had to pay some fee and a deposit. This was to be done at an office in MIDC Dombivli, and not the Kalyan office, where I had filled the forms for a digital certificate.

And after all these steps I was ready to fill the tender form. What used to be 1 trip to the office has turned into 5.

Aadhar was supposed to be the universal ID that covers everything. Now it's gone on to become just another card you need to have.

This is why I refuse to get an Adhar card despite my dad pestering me to get one and saying its pretty easy to get it. I have my Passport which is the be-all-end-all document of proof of your identity and citizenship so fk off if you ask me some other ID on top of it.

Anyways never faced any hassles creating ID in India, be it PAN card or Aadhar card or driving license.

I have no f**king idea people used ration cards though. What year is it lol

I know OP. Its so much f**king bullshit. The Mrs needed to change here address post marriage and its nuts how many hoops you have to jump through to just change your address even on an existing documentation.

 

No offense meant to anyone who is themselves one, but seriously most government employees I have come across are the absolute worst. I have never met one with good work ethic or even a smidgen of helpfulness. Even a friend who works in a similar sector brags about how much kamchori there is in his work area.

I'm just unlucky I guess.

 

Let's go back to 1999. I was planning to visit family in AU. Needed to get my passport. First we realised my birth certificate had a minor spelling error in my dad's name. It takes one f**king month of back and forth with the BMC to get the correction done and get issued a new one. Guess what. Now my dad's name is correct but they screwed up my name. Added a random middle name after my first name for no f**king reason. Another month of running back and forth. Now the illiterate f**ks misspelled my name. Another 2 weeks and finally a bribe which got me a birth certificate with no errors. Got my passport (now expired :D! Too burned to reapply)

 

You know what's the kicker? I still have to go back to Mumbai at some point because the same f**kers have misspelled my wife's name on my daughter's birth certificate.
