This is how I think it will work: I read it one of the previews that there will be specific locations where you can buy an apartment. You won't own the entire building. Just one apartment of that building. So 16 players can have their own apartment in each location (building). Check this screen, the exterior of the building - And then when you enter the building, I don't think there will be elevators or stairs, LOL.
