Can anyone tell me the difference between various xbox live regions?
I mean if i have a live account registered in US, can i use it in INDIA, play with friends in INDIA (people who have accounts on XBL INDIA)?
Are the XBL accounts related to any servers hosted in those regions?
If anyone can point me to any reading material on how xbox live is hosted, it would be great.

you can use your account anywhere in the world. only thing is, you will not be able to access live features like Zune, or Netflix, in India, as they are not available for Indian IPs. Only the games are region locked, along with MS points, so your live subscription will still work.

for instance how are FIFA 11 servers differentiated??
is it region wise or console (xbox, PS3, PC) wise etc??

obviously, console-wise. Also, as for region locking, and ping based locking, that is dependent on game to game,
