playstation go with the Intel DG31PR motherboard. But you need a separate gpu for gaming onboard will not do. Atleast get a 8500GT if not 8600GT.

By late 2009 we should see 2 generations of cards in between. Though they maybe evolutionary rather than revolutionary. Many are still on Winxp and refusing to budge thus stuck with dx9 and here we are worrying about dx11. It seems the majority will skip Vista and take the plunge on Windows 7.

Direct x 11 will probably debut in 2010. Also it always makes since to upgrade when you need to rather than keep waiting till the existing system gets obsolete and the new shiny rig barely manages to play the latest fps. Also dx 10.1 is not enforced and games will work fine without its support.
The people who suffer the most are mid range rig buyers like us for whom every price cut and product launch matters. The person who bought a 8800GTX a year ago is still happy as the performance provided by the card is good but midrange buyers would have migrated from 8600 gt to 8800gt to 9800gtx and what not. We get swayed by reviews and make unnecessary upgrades.
So atleast for a couple of years nothing happens to the gtx 260 280 and the HD 48xx series.

The E8400 is what I would recommend out of the two, prices being same and not overclocking. The E8400 will be faster in games purely because of its higher clock speed.

What about future proofing? And suppose i manage to squeeze a Q9450 in my budget?
I would not recommend investing in a quad core now. As it stands intel is moving towards a new socket for its nehalem range of processors in q4. These are atleast 20% faster clock per clock and include an inbuilt memory controller as well. That period will mark the beginning of ddr3 becoming a standard. The 19450 will be eol'd (discontinued) in q1 2009.
I admit its difficult to keep thinking too far ahead but for now the E8400 is more than enough. Instead if you put extra money on the GPU like the AMD 4850 which is expected to retail @ Rs 13000 you will end up building a lightning bolt for gaming.

h3lios the q6600 runs at 2.4ghz although having four cores makes it effecient for 3dwork. For gaming the dual core E8400 is a superb choice. It runs at 3GHz and can be overclocked safely to higher speeds. The E8400 has a tdp of 65watts while the q6600 has a tdp of 105 watts. Thus the overclocking potential of the Q6600 is reduced as it needs more cooling and power when overclocked. The G0 stepping of q6600 has a tdp of 95 watts though.
In short for gaming dual cores rule for 3d work and number crunching quadcores all the way.

Try cleaning the cabinet from inside especially the case and heatsink fans. If it is whining a lot then consider replacing the heatsink fan.
