I too have a gtx 970 and limiting my fps to 50 was the best way to remove those stutters.

and i just started
preparing to lay buckthorn lure for griffin,should i do side quests to level up and get better gear or directly go to kill griffin?
I'd say go after the griffin after you are done with all the sidequest in that area.

Some one for the love of god pelase tell me how decoctions work?
You can check their description for what benefits they give. Also decoctions are like potions but they last longer, usually 30 mins or an hour. For example if you use werewolf decoction you don't lose stamina while running and jumping while you are not in a battle.

i'm unable to find that hut where i get the frying pan quest in white orchard.... does someone remember where it was ?
The hut is right next to the lady who gives you the contract.

gtx 970 brothers,has nvidia fixed the crashing issue with the Witcher 3 driver?
Is your card factory overclocked? If yes try setting the base clock offset to -50 and click apply clocks and voltage in Nvidia Inspector. Many people have reported that the game is having crashes with OC cards. I have Asus 970 and that fixed my crashes.

My credit card seems to be having problem while buying expansion pack from GOG, anyone else having the same problem?. Or is there any other site that can provide key for the expansion pack?
