Apparently ps4 game prices are almost in line with US prices or cheaper in india in certain cases. The situation has definitely gotten better.
Also retailers give you 10% discount on launch for all games. Lou2 is down to 2k in just 5 months.

i think it was 23-24k before lockdown. Considering it is $330 ($299 + 7-10% tax) in the US which is roughly ₹25,000. So 26-27k is a really good price. Also it depends how much one is willing to spend on it.
