I think he is comparing MGS with GTA. He is worried about his game and not depressed about the actual quality of GTA V.
Kojima stated earlier that he was feeling depressed when his game was still early in development and Rockstar were showing off the sandbox world of GTA 5. Those feelings went away as work on Metal Gear Solid 5: The Phantom Pain was progressing, but then Rockstar came on stage at E3 and revealed the new and improved version of Grand Theft Auto 5.

Its a new IP you guys. How hard is it to understand?
New IP doesn't mean to show over the top graphics in E3, then delay the game by more than a year and still releasing an unpolished and unoptimized game.
