that's not how it works. you can gift across regions freely, but bypassing the region lock to buy something from another region is what gets you in trouble.
hmmm, I know that using a VPN is illegal but didn't know gifting region lock games are illegal.

Not the properties.Highlight the game in your steam library and towards the right side of the news an all, you can see CD key. Click on it to get the key.
