Even in 20" and above only a few chioce monitors like the Dell ones and some others have this support. Without HDCP support you will be greeted by a blank screen when you try to use a HDMI to DVI cable. I am personally using the HDMI-DVI cable on my 20" HDCP compliant Dell 2007WFP LCD. The alternative solution is to get that immensely costly HD Fury HDMI-VGA adapter (I think it works only for games, not for actual protected content like HD movies as it would be direct violation of HDCP rules maing it an illegal product) or get a component to VGA transcoder like those XCM VGA boxes on Play-Asia. Viewsonic doesnt support HDCP period (at least for now), Dell has one 19-incher with HDCP support. check the LCD Monitor thread for more info.
