You cant put out a product on the PC that f**ks with a developers ability to push through updates quick and fast. There was an interview with some indie developer who basically said the same thing. PC owners wont pay. I played gears 1 for 6 to 7 months and it was actually quite good. Then they made it free and removed servers, my ping shot up from 150 to 500. Making it unplayable, but the damage had been done. If steam becomes pay to play service, it would suffer the same fate, although its quite established now so cant say for sure. They are really anal about what content goes on XBL and how it goes. The flip side is they put a system in place which encourages developers to get it right the first time or restrict their patches to a minimum number.
