If you want Daedric arrows, get some Daedric hearts from cheats at Soul Cairn (almost every chest has one) and craft it. It's easy that way. If you want Dragonbone arrows, kill dragon and craft it. I think you can craft Stalhrim arrows using Dragonborn DLC. 1 Stalhrim + 1 Firewood = 24 Stalhrim Arrows. Edit: Yep, you can craft Stalhrim arrows. Damage: 20. The Jagged Crown quest must be started in order to enter. Otherwise the enemies will be bandits and there will be a rock wall blocking further entry.
