You will encounter enemies far beyond your skill level early on in the game. Hell I went into a quest dungeon and got my a*s royally handled to me. This never happened in Oblivion. The second quest in the Companions quest line where you need to rescue some guy from a cave in the north. There's some new types of enemies there which are very tough to kill. So what are you planning to upgrade? Destruction - Restoration - Archery, etc? I really don't wanna play as a melee character. So bow and arrow + magic it is.
