Nope not at the moment , KZ2 had a option to appoint officers apart from leader who could do everything which a leader can do , but its been removed from KZ3. Many hardcore fans are demanding GG on KZ3 forums to bring back this feature , so hopefully it will added back in coming patches , just like custom matches are coming soon.
