I will not blame the devs on this... imagine as a dev you told the higher ups that game is not finished yet and they need another year to finish the game... but higher ups were like don't worry we will release it for now and push the fixes via updates. 

 

who is at fault here then? Devs or higher/marketing ppl?

 

Not to mention that game is in development hell for past 8-10 years.

Don't know how many times they would have scraped the whole thing to start over.

But the least they could do is not issue foolish statements like above. 
 

They know (always knew) it’s a case of false marketing & not miscalculative expectations.

Oh yeah!! don't get me wrong on that part... they are still not ready to accept is what's baffling... and coming up with such idiotic excuses

You know Badowski is head of the studio, coordinates the company’s game development, director of the game, sits on the board table, has a say...? 

 

They clearly knew the game wasn't ready but still advertised it as best thing ever and beyond ready to play. We all know how that turned out.

No. The game entered pre-production with 50 people after Witcher 3 expansions were done in 2016. In 2017 they got extra money. In 2018 they opened another studio to work on it.

Open world games required TIME to make. A proper one at that. 

As an example, I will highlight an example of RDR2. It took rockstar 8yrs to make this game(during the development time game media also said it was in 'development hell'....well can't blame them to make 'chatpata' news for people to gobble up). It was complete new game from R*'s previous game GTA5, right?
The time CDPR invested in CP2077 is actually Very less, it requires lots of time to make an OPEN WORLD GAME FROM GROUND UP. 

Now, you guys would argue, then why UBISOFT able to churn out AC or FC games in every alternate years or frequently?

Well, you play AC Origin, Odyssey and Valhalla...are those games sooo different from each other? They are basically same games with different assets, some addon, different setting and story. None of them are built completely from scratch. Except Origins.

CDPR tried for a completely different and new IP and they didn't invest time in it...and they hyped it up to the lvl where gamers started fantasizing it to be a combination of everything best that is out there. That unrealistic expectation led the game to it's failure. 

I was personally excited for the game, but I knew the limitation that cannot be achieved even after the media marketing and all. I kept my expectation low and thus, I loved the game. But if you go in expecting Sci fi GTA with RPG elements, obviously you will be disappointed.

Making an open world requires planning from ALL END. Management, employee, Leads, supervisior, project coordinator...everyone. Even after planning rock solid, things wont go according to plan due to 'human error'. So shifting blame to employee or management or higher ups are not completely true. Everyone's at fault here. It's team, supervisor, coordinator's job to convince management that the game isn't ready for shipping. It's management's job to convince shareholder the same.

CDPR literally hyped the game to expect us to be mind blown. No expectation was unrealistic. They are devs of Witcher 3, If they can't deliver the stuff they promise then who is to be blamed ? 
You will of course like the game since you had no expectations. Same goes for every other game out there.

You can still refund on steam and get it on Epic. Hope you haven't played more than 2hrs.
