Premium players will get to access it first and then the rest of the folks. Also, wasn't Second Assault the first DLC for us (PC, PS 4), China Rising will unlock first for XBox ONE chaps and then for Premium and so on. Had plans to buy after playing, but after seeing all bugs and crashes, I decided not to buy it. Edit: Going to copy DLC files from friend's PC to mine and check if I can access the DLCs.
