Because console is a fixed hardware....everyone who owns that console has same specs. Devs develop game with best optimization possible according to that spec ...on pc they can be flexible as it depends from system to system. That way everyone would be happy: both people willing to sacrifice eye-candy for fps(they can play at 720p) and those who aren't(1080p for them). Or my thinking is completely senseless?
