If you import your character from the original Mass Effect, the decisions you made in that game will be manifested here in extraordinary ways--though it might take a second play-through for you to really understand exactly how extraordinary. AFAIK you have to play the ENTIRE game through to keep the level AND the save. I mean, my character is still at 58 because I quit half way after reaching 60, so my save game still says 58.
