Intelligence and certain physical skills are genetically transferred. Think about Sherpas and Gurakhas why they make great climbers? It came with generations after generations doing that. That is a physical trait rather than a mental one. Being black and tall in Africa is a physical trait, same goes to other regions. These things indeed are genetically transferred but its not the case with the mind. You can't be born intelligent if you are son of a great inventor and you can be the most intelligent person of all time with a parent who have decent intelligence. The consensus usually is that it is a mixture of both factors, it has a lot to with genetic make up but more with the way people are brought up. When I say genetic make up, I do not mean that "blacks" are dumb, what I mean is people are born with the ability to be or not to be smart, your race means nothing there, its just a random chance irrespective of your race. You can read papers on it but it is impossible to tell if intelligence is an acquired trait or a genetic one as experiments with children are prohibited.
