2K games are always region locked. They have separate IDs for CIS/ASIA/IN/RU/ROW and occasionally other countries.

 

1. Retail boxes come with steam code. Both are steamworks title and both of them are region locked.

2. You can't.

 

Borderlands: The Pre-Sequel (IN) Retail. SubID: 49106.

 

Sid Meier's Civilization: Beyond Earth (IN) Retail. SubID: 49452

 

Both of them have the following code:

 

PurchaseRestrictedCountries  IN
onlyallowrunincountries IN
You cannot redeem or play the game outside IN region.

(at least not without VPN and for online games, VPN is bad idea)

 

Your brother is better off getting the game via trading (by paying few extra dollars).

Another thing i want to know is that where do you get all the information about the region locks.

EA games are region free, since Origin doesn't have region restriction system at the moment.

Ubisoft retail copies are region free (since UPLAY doesn't have region system either). They lock steam copies alone. For now.
