Publishers do set the minimum prices in the region but maybe you forgot that Sony charges publishers extra $$$$ to put their game in each country's digital store hence publishers have to either sell their games for more $$$ or Sony is ripping off consumers by adding more $$$ to the RRP. Either way, it's Sony's fault and PS4/PSN users get ripped off compared to Xbox One users. All digital games are considerably cheaper on Xbox One. It's the cheaper console to buy digital games.
