They had enough time to make it for Scorpio from ground up and scale it down for base model. Game was clearly made for base XboxOne. It will look average even on PC Max settings iam sure of it. So may be that's the reason behind underwhelming visuals? They rushed the game to hit a One X launch? No idea. Let's hope game is fun to play atleast like old Crackdown. Saints Row 4 was copy of original Crackdown. Gameplay is lot like Original Crackdown. It's sad visually it doesn't look that good compared to other open world games released on XboxOne.
