IP is owned by MS. It's Xbox One and Windows 10 exclusive just like GearsUE and K.I. MS is really pushing Windows and Windows Store hard this gen compared to lastgen. I totally expect them to bring all niche Xbox one exclusives to Windows 10 store. Both Sony and MS are releasing lot of console exclusives on PC. Sony is releasing mostly 3rd and 2nd party exclusives and MS both first and 3rd party exclusives If they are serious about selling the game on PC then they should release it on Steam as well coz if it's Windows store exclusive like K.I then people will either ahem it or just ignore it Link to comment Share on other sites More sharing options...

They should just be happy the xbone is doing better than 360.Sony has already won this gen. Ms is just trying to expand with windows 10 to lay the groundwork for next gen. PS4 is the only console which managed to won entire gen based on PR and pure PR nothing else..That 2013 PR blunder by MS destroyed Xbox and helped Sony and PS brand. Xbox One is doing well, just coz it's not no.1 that doesn't mean it's not doing well. Atleast there is something to play on this . Witness, SFV, No Man's Sky, Hellblade, Shenmue 3 and FF 7 Remake from Sony side and K.I, Recore, Sea of Thieves and Halo wars 2, Inside and Cuphead from MS side. Recore style games won't sell much on Xbox alone, so it's best to release it on PC. Same goes for Sea of thieves which is basically a MMO adventure type game and Halo Wars 2 is RTS and RTS games work better on PC than consoles.
