Rockstar has little say outside of active game development. They aren’t even the ones making most of these ports. Take-Two has released a total of 0 patches or paid upgrades for its games. Let alone free or Paid upgrades they don’t even release it on next gen unless they are sure enough ppl will gather in to buy it again for full price.
