Many people just don't have hours and hours of time to put into a single game and will quickly move on to the next shiny thing that comes along even if they like the game. I can understand people not able to finish Witcher 3,AC games or ES games but Ghost campaign is not long if you just mainline it and ignore side stuff. Regardless of how long the campaign is, people generally don't finish games. Take any game which has even a shorter campaign, completion rate would be lower. 50% completion rate is on the higher side. I was like that, jumping from one game to the other without finishing the game. Not because the games were bad but simply because I had too many games in my backlog and maybe it was a phase where I would get bored easily with one game and purchase the next one. I have changed that now and usually focus on one game till I have completed it, saved a ton of money in the process. So no surprise there, 50% is actually a pretty great number.
