Yes & No. Yes: Phil Spencer knew that 2020 is when they are going to launch new console, even his cat also knew that it will need 1st Party games at launch. He should have done something about it. No: Now from outside, we can blame him for NOT ACTING to address these, but internally he might have raised this, within Top Management & they might have even tried to patch in a solution or could've come to conclusion that this is what it is. So Microsoft's stock isn't tanking over the beautiful Ogres, 343 put in the build but they have taken blow which will set them back for another two years. Thing is they kinda avoided FP development for last 10-12 years and relied on money-hatting, now they face a difficult situation where Sony is much stronger and developers have better choices.
