For starters, you can follow along behind some of these NPCs and it sounds like they're engaged in actual conversations with somebody on their phone. Then there's the fact that you can scan them, snoop into their lives and then recruit them. And when they are yours, the illusion of them of having a deeper personality than the average AI happens through a surprisngly large pool of incidental soundbite reactions to everything they interact with (not to mention a decent amount of emote variations too). It's pretty impressive stuff. I can't think of many other games with a more believable and reactive AI pedestrian ecosystem than this.
