You have to start the first mission and then exit out it for the full menu to open up where you can pick the older campaigns. Thanks to @Mr. Comingle for this. The game spoils something major after the intro training sequence though (because it starts the Hitman 3 storyline I think). If anyone is playing it for the first time then watch the intro cutscene till the boarding pass and exit to main menu and start the Paris mission from there. The game feels tight though. The progression feels good and there's a lot of variety in the character swapping and each transformation having a unique combat style.
