Tom Bombadil was the only one in ME on whom the Ring did not have any effect at all. The Hobbits were the ones who were resistant to the Ring - that was because they were generally content with their life, and did not have grand ambitions. The Eagles do not fit in this category of not having much ambitions. Also, Letters from Tolkien state - at the Chamber of Mount Doom, where the Ring was made, no one in ME had the capability to resist the Ring (Unless they were above Sauron like the Valar/Maiar greater than Sauron/Eru Illuvatar a.k.a God).
