I think the fake quiz is to just bypass some rule which avoids this rewarding program from being counting as lottery/something illegal.

Correct.
 

Lucky draw are not legal in India, at least not in majority of the states. So this is why they attach a stupid question which only serves as a qualifier to this counted as "skill-based-contest".
