(Witcher 3 is a rare exception) Not true. Zelda: Breath of the Wild, Red Dead Redemption 2, GTA 5, Batman Arkham City, Metal Gear Solid 5, Persona (If you count this open world) etc. are all 90+. It's just that your open world has to be really exceptional to get 90+. Horizon Zero Dawn almost touched it (89 Meta). But in this case I agree with you. This game does not seem to be a big enough upgrade over the first game to get 90+ meta. It seems to be more of the same. So I would expect less than 89 at least.
