It means since there is a pandemic going on right now, they have fast tracked the approval for vaccination for the whole of US/for all US citizens even living abroad. It's not a full fledged FDA approval, rather a quick one due to lack of any other treatment modality. Vaccines are useless if the patient is in an emergency. I do not completely agree that Trump did not do a better job of handling, because the federal structure of the US doesn't allow him to do things. But it appeared that he took things lightly, he didn't give the messaging that should come from a head of a state. Didn't help that he was appearing w/o masks himself, let alone promoting the use. US public is also chu*. Had he enforced something, lefties would have done exactly opposite. They all were happily locked up in their homes and then BLM protests started and they were out on streets. His efforts to give financial help was sabotaged by house, Nancy Pelosi has gone on record that they didn't want aid to reach to Americans cuz it would've helped Trump in elections. On other side, Trump invested billions of dollars in multiple vaccine initiatives that have made it possible for them to the vaxx out in such a short span of time. I don't disagree that there is a problem with the guy, but I find that US political climate has become extremely bipolar and partisan for any meaningful solution to come out.
