All boards agreed to Hybrid model, whenever india and Pakistan will play any icc tournament, Pakistan will play in Colombo if tournament is hosted in India and India will play in Dubai. These sore losers in Pakistan and England are the only ones making big deal about it and they only brought it up after their team lost. So its all planned narrative.
