You can turn off RTX and then game runs very smooth 60 fps even on XSS - have seen 3 videos of this game running at 60 fps with RT off with no problems.  

They have even added 120 fps mode for XSS . But absolutely no need to play on that mode.

I guess the 100m install base is what made them make this decision. Remember how village was initially only PS5/Series but then they added last gen. This game does 10 million all platforms combined so it made sense to add ps4 atleast
