Its not like 600 people at ND are working on the remake 24/7. The work on remake also helped them port and upgrade the engine to PS5/PC. Sony totally expected TLOU2, one of their most expensive first party titles ever that took over 100 million dollars and 6+ years to make and a sequel to one of the greatest and most critically acclaimed games of all time, to sell as much as Ghost of Tsushima. But it's not great either. Compare it with other first party titles. It should have sold more than f**king Tsushima lol. The game sold 4 million copies in the first 2 weeks and 6 million in the next two years. It's clear that the controversy had an impact on the sales. I think that was the quickest I've seen. Within 1-2 months or so it was almost 50% off on brand new sealed physical copies. No other game (Including 1st party Sony IPs) crashed that badly afaik.
