It's 50% off ($20) but still expensive considering it's an old game. But it's still costlier in retail and the Complete edition has the expansions (which I've never played... plus the Asian Dynasties expansion has INDIA!). So I'm leaning towards getting it... I agree that the $39.99 price tag on Steam is high but with the 50% off it's a better deal than retail. It has both expansions so essentially you're paying ~$6 per game. Meanwhile Steam doubled the amount of content delivered in 2011 vs. 2010, serving over 780 Petabytes of data to gamers around the world.
