playstation Posted August 8, 2011 Report Share Posted August 8, 2011 Fresh probe into irregularities in top intel agency NEW DELHI: More than a year after the CAG, and another internal probe, laid bare a procurement scandal in NTRO, the mother of all intelligence agencies which was formed after the Kargil war to add teeth to India's intelligence gathering mechanism, the government has finally moved to round up the suspects. The action, however, has come in the form of another probe which will be conducted by RAW chief Sanjeev Tripathi. The government has now asked the RAW secretary to look into the matter and recommend action. A CAG report indicting NTRO for irregularities in procurement and appointments was made public recently through an RTI reply to a former employee of NTRO named V K Mittal who was the first to point out the wrongdoing in 2009. Even before the CAG report, an internal inquiry by a one-man committee headed by then advisor and now NTRO chairman P V Kumar into Mittal's allegations had suggested that national interest had been compromised in procuring security gadgets including UAVs. It is learnt that while Kumar suggested "minor penalty'' for the accused, the PMO rejected this saying the offences were too grave for just minor penalties for the officials involved. Another inquiry by the RAW chief, however, is interesting also because RAW and NTRO have been involved in a bitter turf war for the past several years and both have been accused of duplicating each other's capabilities. There are many who believe that if there indeed were procedural lapses, the matter should have been referred to DoPT or CVC. According to former joint intelligence committee chief S D Pradhan, NTRO was formed in 2002 after the Kargil war along the lines of the National Security Agency in the US. "It was on the recommendations of a GoM that it was formed. The government has to take necessary action to ensure that it performs its task of providing relevant information and analysis to other intelligence agencies,'' said Pradhan, who was also associated with the Kargil Review Committee which first recommended the formation of NTRO. He cited the example of UAVs which were procured at great cost but which have not been of any help in dealing with the Maoist threat. "UAVs meant for borders or coastal areas can't be pressed into service in areas like Chhattisgarh and Andhra Pradesh where you need to see through forests or thick foliage. There has to be some synergy involving aerial platform, vision and target for it to function properly,'' he added. The National Security Agency in the US is responsible for analyzing all internal and external intelligence and for protecting all communications and information systems of the government. Sources revealed that even when Mittal first came up with his findings in 2009, these seemed to have enough merit for then NSA M K Narayanan to seek an audit from CAG which normally doesn't look into the affairs of intelligence agencies. It is also learnt though that the PMO is in touch with DoPT to decide what action to take against a high-ranking NTRO official who is alleged to have played a major role in the lapses by the agency. Sources said that at one point of time Mittal had even left NTRO on his own but senior officials later prevailed over him to join back. How can a mother kill her own unborn child just because she is a female?? Or are there other pressures she cannot fight. Some studies have linked Female Foeticide/Infanticide with Domestic Violence, Dowry and other social evils. Heinous evil propelling in our society. Shame!! Before her delivery her MOM in Law was all ecstatic and pampering, when they realised that the new baby is a girl, now she is emotionally tortured. The MIL and FIL have not yet even picked the baby in their hands even when they live together in a 2 -BHK and the baby is 4 months old. She does everything herself. She cannot afford a maid and her parents are not alive anymore. Her Mom in Law and her FIL does not extend any helping hand. Not even if the baby is crying or needs some supervision. My team member is severly stressed. I have asked her to take professional counseling from an NGO but I am not sure if she did. Her husband does not torture her but says nothing to his parents. He also blamed my team member for bearing a girl child. Her husband is an educated Software Engineer. Feel like giving One Tight Slap to people like them!! I feel blessed that my parents brought me to this world. Educated me and gave me equal chance to live and enjoy life even when I am a girl. According to reports, the government of Maharashtra state could launch an investigation after it was claimed that the 4,532 square meter plot on south Mumbai’s Altamount Road was originally intended to be used for an orphanage for Muslim children. Mr. Ambani, the chairman of Reliance Industries Ltd., bought the land from Currimbhoy Ebrahim Khoja Orphanage Trust for 215 million rupees ($4.88 million) in 2002, the reports said, adding that the deal was approved by the Mumbai charity commissioner. However, they also said that permission for the land transfer wasn’t obtained from the Maharashtra State Wakf Board, which oversees Wakf land. In Islamic law, Wakf refers to property or land reserved for religious or charitable purposes. A Reliance Industries spokesperson declined to comment on the reports, saying Wednesday that it was a private matter and nothing to do with the company. N.D. Pathan, the chief executive of the Maharashtra State Wakf Board, told India Real Time Wednesday that the land on which Mr. Ambani’s 27-storey house is built belongs to the board. It was given to the board so it could set up an orphanage and educate children, Mr. Pathan said. “Some trustees got permission from the charity commissioner and sold the house to Mr. Ambani. The Wakf Board tried to recover the land but Mr. Ambani went to court and obtained a stay from the Bombay High Court,” he said. The Wakf Board then filed a petition with the Supreme Court to get back the land on the grounds that the transfer was illegal, but the Supreme Court refused to intervene and remanded the matter back to the High Court. Mr. Pathan says the petition is still pending with the High Court. According to Tuesday’s media reports, Maharashtra Minority Affairs and Wakf Minister Mohammed Arif Naseem Khan said the state government could consider referring the matter to the Central Bureau of Investigation. The Business Standard, however, reported Wednesday that a senior official had said the state has ruled out a CBI investigation into the land dispute. Whether or not an investigation is launched, Mr. Ambani’s extravagant home will likely continue to attract criticism. Completed in 2010, the building, which resembles an unbalanced stack of books, was said to be the world’s first billion-dollar home. Just people doing their best to loot everything (the initial start of troubles has long since been forgotten) they can lay their hands on given the opportunity and the police not being able to use even plastic bullets, let alone live ammunition, until now.
