On Wednesday, the jailed Raja told a special CBI court that he would get Prime Minister Manmohan Singh, then finance minister P Chidambaram and telecom minister Kapil Sibal summoned as witnesses to prove that the government did not incur any loss in allocating telecom licences. "Today, I want to state that I would make the prime minister, the then finance minister and the present telecom minister witnesses in the case," Raja's counsel Sushil Kumar submitted before special CBI judge O P Saini. Advancing additional arguments on behalf of Raja, his counsel said the moment it was established that there was no loss to the state exchequer, the whole case of cheating and conspiracy would go. Raja was referring to a statement made by the PM in Parliament that no loss was incurred to the exchequer in the grant of telecom licences. Defending his client, Raja's counsel said that he (Raja) was made to pay the price for annoying big players in the telecom sector. Kumar also alleged that so far as other companies like Unitech and Reliance Telecom Ltd were concerned, CBI had failed to establish "any motive or consideration" for grant of licence. "There is no quid pro quo vis-a-vis Unitech. The CBI has nothing to show as to what motive or reward I had for granting UAS licence to Unitech. So far as Reliance Telecom Ltd and its three officials are concerned, no material has been brought on record as to what motive I had. Even CBI does not say anything against RTL as to what it earned," the defence counsel said. After the conclusion of arguments by his counsel, Raja stepped in to argue for himself and sought the court's permission to express his "emotions". While blaming the media for his "ordeal", he said the entire case was based on media reports. Discussing the first-come first-served (FCFS) policy, he said it was not a "rigid and static policy" and any departure in it did not constitute an offence. Reiterating that he did not take any unilateral decisions and that the PMO was informed at every step, Raja said, "CBI says that the FCFS policy was re-defined by me but the bigger question is whether it was deliberated upon and put into public domain or not. The documents show that I had informed the PMO and everybody relevant." Raja said he redefined the policy because "in the times of my predecessors, Dayanidhi Maran and Arun Shourie, Airtel, Vodafone and Idea used to be there with few applications. But in my time, we had so many applications". He also referred to the address of President Pratibha Patil to the House to drive home the point that he did no wrong and in fact, made mobile services accessible to all. "The President, who enjoys all three -- executive, legislative and judicial -- powers, had said the government was committed to spreading modern communication facilities. A Chinese warship confronted an Indian naval vessel as it left Vietnamese waters in July. According to reports a Chinese warship, which remains unidentified, confronted India's INS Airawat, an amphibious assault vessel, and asked the ship to identify itself and explain its presence in the South China. This is the first such reported encounter between the naval forces of the two countries in the disputed South China Sea. London-based Financial Times reported that the Indian warship was in international waters after completing a scheduled port call in Vietnam. However, the Indian Navy has denied reports of the confrontation. According to the paper the actions of the Chinese warship is the latest example of Beijing's assertiveness which had irked India and Vietnam. China claimed that South China Sea in its entirety, rejecting claims by other nations like Vietnam, Malaysia, Brunei and Taiwan over the resource rich region. The paper said that Vietnamese foreign ministry has acknowledged that the Indian warship had visited the country from July 19-22 but said, it had no information about the incident. Financial Times said, that Chinese defence and foreign ministries declined comment as did the Indian government. US Secretary of State Hillary Clinton recently condemned acts of intimidation in the international waters in an apparent reference to mounting tensions in the South China Sea. The millionaires will more than double in number to 2.8 million, with 1.4 million high net worth people in China, according to a report released yesterday that covered China, India, Thailand, Indonesia, South Korea, Taiwan, Hong Kong, Singapore, the Philippines and Malaysia. Chinese millionaires will hold $8.76 trillion of the $15.81 trillion that these countries’ rich are expected to have, it said. “In terms of the overall amounts of wealth that will increase, it’s very much a China story,” Stefan Hofer, emerging market equity strategist at Julius Baer, said yesterday at a press conference held in Hong Kong. China, the world’s fastest-growing major economy, had 502,000 millionaires last year, according to the report. State and private investments helped drive a 9.5 percent expansion in second-quarter gross domestic product, the government said in July, as growth in industrial output and retail sales accelerated and copper and aluminum production reached records. Currency Gains The almost tripling of millionaires’ assets in the 10 nations from $5.6 trillion in 2010 will be also driven by currency appreciation in the region, adding to the economic growth and gains in asset values, according to the report. The currency gains may create 600,000 new high net worth individuals, or people with more than $1 million of investible assets excluding their primary residence, by 2015, it said. The study assumes nominal GDP growth of 14.5 percent a year for China, combined with a currency appreciation of 5 percent annually in dollar terms. India will be the second-biggest market among the 10 economies by 2015, with 403,000 millionaires and a combined $2.5 trillion in wealth, said the report, which excludes Japan. South Korea will be ranked third, it said. Julius Baer wants to expand further in the region, said Thomas Meier, the bank’s chief executive officer for Asia and the Middle East. The Swiss private bank aims to have a fourth of its assets under management in Asia by 2015, he said yesterday. It now has about 10 percent to 20 percent of its 166 billion Swiss francs ($206 billion) in the region. Emerging Markets Wealth managers are looking to boost allocations to markets in the Asia-Pacific region in the next 12 months as they expect higher returns, according to a study by Scorpio Partnership Ltd. in July. Eighty-four percent of investment professionals at wealth management companies are planning to invest more in the region, while 33 percent are considering increasing investments in Latin America, the Middle East and North Africa, the study showed. Managers catering to high-net-worth investors are turning to emerging markets and non-traditional asset classes for returns while reducing inflationary risks, the Scorpio study said. The number of millionaires in China grew by 12 percent to 534,500 last year, according to a report by Capgemini SA and Merrill Lynch Global Wealth Management in June. Up until now, officials have either downplayed or denied the event, but the latest release courtesy of Julian Assange’s whistleblower site confirms what Iraqis have accused Americans of all along. According to the newly released cable, American troops approached a house in Ishaqi, around 80 miles outside of Baghdad, and were met with gunfire. Once the firestorm subsided, however, the soldiers entered the home and handcuffed all of the residents, including several women and children. Once bound, the US troops then shot the civilians in the head and called in an air raid. Allegations that the incident occurred have existed ever since the event, which was dated to have happened on March 15, 2006. The recent file released in a document dump from WikiLeaks finally confirms it by way of a United Nations investigator, who questioned the incident days later. The cable shows that the UN official was able to receive information from the autopsy of those killed, which revealed that each person in the house during the raid was handcuffed and shot in the head, including five children under the age of 5 years old and four women, one in her 70s. The Voice of Russia’s senior analyst, Mikhail Berestov reported on September 2, 2011 “No great wonder, appropriate overtures are being made to New Delhi and India may join non-NATO powers like Australia and Russia in cooperating with NATO.” The report suggested that India may be allowed a role “on normalizing Afghanistan, staging wargames, combating terrorism, drug trade and cyberspace crime and exploring possibilities for regional and global missile defence.” U.S. NATO Ambassador Ivo Daalder was quoted as suggesting that India should abandon its non-aligned role and join NATO. Voice of Russian analyst quoted Robert Pshel, head of NATO’s Information Office in Moscow as saying “I agree with Mr Daalder that many modern threats are global, and tackling them without emerging powers like India is hardly possible.” Dr Boris Volkonsky of the Russian Strategic Research Institute was quoted as seeing a link to the regional wars currently waged by NATO. “What next for Libya after Gaddafi is history and what next for Afghanistan after the announced pullout deadline of 2014 is fuel for guesswork.
