Ankit62
I have RTX 4070 and Ryzen 3700x and 32GB RAM. I had LG 1080P 144HZ display but it stopped working so bought new 4k 60FPS display. 1) In 1080P system was not able to cross 80 or 100FPS in demanding games, but I thought it's ok for now and I discovered at 1080P 3700x was bottlenecking. 2) BUT THIS IS REAL PROBLEM I BOUGHT THIS NEW LG 4K 60 FPS MONITOR AND IT NOT ABLE TO 40 FPS NO MATTER WHAT I DO. And CPU GPU usage is around 80 to 90%. The reason why I didn't upgrade my processor because than I would have to change my motherboard too and I had no budget for it. And I am a no cost emi fan soo that's that. I thought I would fine with 4k constant 60fps for now. PLEASE HELP ME GUYS I AM SUPER STUCK. Pushy
Did you check/change the hdmi cable? Try to run things at minimum settings on 4k and see how much fps u get.

Now that you have increased resolution, your bottleneck is GPU not CPU. Do what Pushy said and reduce settings. What game and settings are you checking? IMO you should have gone for 1440p monitor.
