That guy who was being Tortured was Captured Indian RAW agent. Indian PM like Gujral destroyed entire intelligence system when they were in power, by giving details of RAW agents working in Pakistan which led to Agents getting killed and tortured in Pakistan by ISI. No action was taken against him coz Government denies charges but lot of people in intelligence say our agents details were leaked by government.
