The message was pretty good and clear in Kashmir Files. - Govt failed to protect its own cirizens, leading to their exodus which unfortunately wasn't the first ever.

Chosen subject is not more important than the message it wants to deliver to it’s audiences. If the message at hand is flawd then no amount of crude or bitter truthful subject can make a film good.

That’s the only visible propaganda. And pretty much every government has done that while in power in the past. There is absolutely no Anti-Muslim propaganda. The journalist saying so are just outright lying. Most likely they have been paid by Jio itself to keep the movie in limelight & it is showing fruits.
