Open world for the name sake. Its still divided into segments with very smaller locations. Except for the hunters area at unknown time and academia 4XX all areas were pretty small.

 

Ff13 was leniar but when you get to pulse in 11 chapter, there is a huge area to explore. That's more open world than ff13-2.

 

Story wise it should be more related to 13-3 I guess. 13 was like separate chapter. 2&3 have continued story.

All 3 are connected.so you shld play/watch ff13
