If you are going by those $500m budget rumours. Then obviously no….it didn’t cost even a fraction of that to create a basic 5v5 small arena shooter with few launch maps. If anything it’s visibly evident that Highguard cost more. And no cutscenes don’t shoot the budget by hundreds of millions. I don’t think Starfield & Redfall combined cost $500m to make
