They announce KLP first, and then keep inserting 4.* versions with minute changes? because they're separating most of the features into Google Play Services to better deal with defragmentation. The Android OS will have the hardware support and the essential things that the phone needs to work, and then the other features are updated silently using Google Play Services. Knowing Sony to be developer friendly (lately) camera API source might do the trick for non-Sony phone users. Also, usage as spycam is bound to happen.
