Different region, different catalogue. Different versions for different people. Not everyone fancies ultra HD or can play ultra HD content. So they go for standard/HD. Second, it's not just about the quality. It's about the number of devices as well. With ultra HD, you can use 4 devices. While with standard, you can use only 1 device. It's there as a choice. They are not forcing anyone. If there was just one plan, then it would be ultra HD plan with 4 devices, and it would cost more than standard plans.
