Their mod community is focused on Steam mainly. I'm not saying mods wont be there in xbox or window store, they certainly will, but MS will have some control on the contents and availability. So small mods and tweaks might not be available there. But this was the case for previous games, I guess MS gonna unify this now as Starfield is big part of XBOX and Windows/PC ecosystem.
