He can keep banging her in the city he is in, just go to a nice 5* hotel, if he wants to bang her on a beach under the moon, then well tell him to try after 3 am, probably crowd will be less. Delhi is upto 588/day from 85/day. I don't think we can really contain it by the standard way. Locking down the state again for 2 months? People are literally neck deep in debt, branded as defaulters, not being able to run their business and pay for food & education of their children.
