If they are recommending these specs without those 2 (Extreme RTX + DLSS Off) then it's just a case of absolutely horrible Optimization and might just be better to wait for patches on all systems. Todd stated that he believes BGS games are completely playable at 30fps(seriously?) and that the company cares more about how the game looks than higher framerate or 4k resolution (considering there are other methods to get a high quality image).
