Only makes sense if the "Recommended" is for Extreme RTX (Which even PS5/XSX don't do) + DLSS Switched Off. If they are recommending these specs without those 2 (Extreme RTX + DLSS Off) then it's just a case of absolutely horrible Optimization and might just be better to wait for patches on all systems.

Pt innocence was beautiful 60fps4k on ps5, requiem can’t be that bad

From a interview that Todd gave last year to McCaffrey (can't remember if it was after the 2021 showcase or for Skyrim anniversary). Todd stated that he believes BGS games are completely playable at 30fps(seriously?) and that the company cares more about how the game looks than higher framerate or 4k resolution (considering there are other methods to get a high quality image).

 

So 60FPS is likely not coming.
