SE has several major projects lined up this year for all Platforms - titles such as Valkyrie Elysium, Star Ocean etc. If anything, I think the "Strategic Partnership" might be Sony telling them "We have GoW:R this year, so please push it to next year" or something like that. Giving a 720p output with low settings could work on a portable machine. Gotham Knights was originally built for previous gen then cancelled without any sensible reason for new gen only.
